		<description>Most folks who have gone around on this carousel understand Michigan&#039;s budget has structural problems, like a tax structure built for the 1960&#039;s,way too many local fiefdoms and on and on, no one seems willing or able to take the big step back and really fix the problems.
While it&#039;s easy to blame term limits and entrenched special interests the reality is that there is a lack of vision and leadership.
As long as the goal is to just pass a budget that isn&#039;t too much different than last years and doesn&#039;t upset too many vested interests, Tim can pretty much retire and file the same columns and only have to change the names of the key players as time passes.</description>
